What about freezing a little toy (penguin?) in an ice cube and having a game in teams where they have to rescue it from the block of ice (by warming it with their hands) first team/individual to rescue it wins. Each person has 5 seconds or something, you way need to test it out before hand as I've no idea how long it would take to melt the ice.

Or the hat scarf and gloves chocolate game with a knife and fork?

Cut out fish shapes in newspaper and have a race to see who can flap them across the room first.

Good idea on the sandwiches. You could use icing sugar dusted on top of cakes to look like snow. And decorate with sugar cubes to look like ice?

Ooo,and what about using marshmallows for something, like apple bobbling but instead marshmallow bobbing? As they look like snowballs.

Anyway, look no further, you need to get yourself onto pintrest, here's a similar party theme with loads of ideas here
