I recommend Wordpress.

Then go ahead and ask more specific questions when you need to :) We're a friendly bunch.

Read other blogs, comment, get involved, build relationships, write good content often enough...get on twitter and meet people there who may be interested in your blog (but don't just tweet blog post entries - that's boring and annoying)...
