Daughter twirling/twiddling and pulling hair out

Can someone please offer me some advice because I'm running out of ideas!
My daughter is 4 and she twirls her hair but, when it knots at the end, she then pulls it out. It doesn't seem to hurt her and she's told me it doesn't hurt.
She's become bald in places and I've recently had to cut her a fringe to cover up bald patches at the front of hairline. Her hair at the sides has only recently grown back to a decent enough length where I can clip it up.
I've tried talking to her, showing her the damage she's done, showing her the hair she's pulling out, telling her off, plaiting her hair at night (which she just pulls out), I know mittens won't work as she'll just take them off.
Any help or advice would be gratefully received. Thank you

i used to do that as a child when my parents were arguing and i was scared. Also used to bite the insides of my cheeks. I'd get advice from someone more qualified than me.
