Bedtime for 8 and 10 year old dc - help!

My dcs are driving me mad! 8 year old is supposed to go to bed at 8pm, read me a chapter then I read her a chapter and she then listens to a story CD. This can take and hour before the CD has even gone on as she faffs about. 10 year old is supposed to go to bed at 8.30 then read for about an hour then listen to CD. He is quite good except he messes about in his room drawing etc. so by 9.20 or so he still hasn't read, which he insists on doing, so nit is often gone 10 before his CD is on! Mornings are a nightmare as they struggle to get up so I know they need more sleep plus all the messing about in the evenings is ruining my day! Please help me implement a new, fair bedtime routine.

Perhaps have a set "lights out" time regardless of whether they've finished their set reading allocations- that's what I'd do. Lights out at 9 pm for younger and 9.30 for older DC - their look out whether they've had a full hour to read.

I start reading to my 9 and 7 yos whether they're in bed or not if they've started faffing about - they soon stop and listen.
