When to potty train?

My 23 month dd has been 'aware' of when she wets/soils her nappy for sometime and regularly takes her nappy off and puts it in the bin or more recently will tell me 'change' and indicate her nappy. The problem is, she won't use the potty. I have recently purchased a 'baby seat' for the toilet. Now here's the problem, I only have a toilet upstairs, I am disabled and have to use a stairlift. Does anyone know how long a 23 month old can hold on until I can get her to the toilet? The stair lift takes about 2-2 1/2 mins to get up the stairs. She's very bright but I don't want to start something which may set her back because I can't get her there in time.
