Alice
Rosa
Hazel
Evangeline (would call her Eva though)

Rosa is the fave

Dislike Ursula and Gwendolen intensely (sorry) - I think they are a bit too old for a child

Briar - prefer Bryony
Gwendolen - like it
Ursula - can take or leave
Evangeline - pretty but rather dramatic and i don't like that prominent "VANGE", sounds vaguely rude!
Delilah - "why why why", or the mean lady who tricked Samuel and cut off his hair
Alice - Nice
Clementine - Dislike, too posh-trendy
Rosa - dislike, prefer Rose
Hazel - like a lot!
Penelope - dislike, makes me think of a frosty fifty-something driving a posh car down a country road, with driving gloves on.

I would shortlist to:

Alice

Rosa - although prefer Rose/Rosie

Prefer Eva or Evie to Evangeline

Briar - isn't it a boys name?!
Gwendolen - lovely, I know a Gwenllian who gets shortened to Gweni, very cute. Isn't it Gwendoline though?
Ursula - not keen
Evangeline - nice but Evie-type names are v popular
Delilah - love it, it was on our shortlist but the biblical story has put me off a bit
Alice - nice
Clementine - nice but a bit trendy
Rosa - lovely
Hazel - hmmm
Penelope - ok, not common

For me Gwendoline or Rosa wins!

Briar - too prickly
Gwendolen - Gwen I quite like, wouldn't go for the full name - sounds a bit too PGWoodehouse
Ursula - quite European (not that that's a bad thing)
Evangeline - I wouldn't
Delilah - was the baddy in Samonson and Delilah
Alice - quite a few around at the mo
Clementine - not sure
Rosa - haven't heard anyone recently with this, unusual and nice.
Hazel - don't know any little hazels - just make sure its OK with surname, but otherwise like this
Penelope - again, don't know any littleones and Penny is quite a nice nickname.

Briar - horrid
Gwendolen - the name of a fussy, silly girl in Malory Towers
Ursula - okish
Evangeline - would get Evie/Eva as a nn which is very popular
Delilah - I really like this
Alice - lovely
Clementine - I like the full nme but really dislike the shortenings eg Clemmie
Rosa - lovely
Hazel - not keen
Penelope - probably my favourite from your list.
