Parked in disabled bay and someone took a photo of me.

I probably will be flamed for this and yes I shouldn't have parked there but there really was no where else. I was dropping mil off in town today. She went in the chemist but needed to speak to them about something so I couldn't go in for her. She has a fractured ankle and is using crutches so I pulled up in a very empty disabled bay and was waiting for her to come back for about 10 minutes. Anyway during this time the bay filled up (only room for about 3 cars in it) and a car drove past, spun round and parked blocking the road next to the parking bay. No idea if they were disabled or nit but they chatted for a minute and it looked like they took a photo of my car. I would have moved but mil is 68 and doesn't have a phone. There is no where else nearby I could have waited for her so I stayed there because she wouldn't know where I'd gone. Why did these people take a photo of my car, can they do anything with this?
