Does anyone else find children's clothes sizes a mystery?

My DD is 10 (will be 11 in Jan) and although she's not small for her age she is definitely not fat, however, if we try and buy clothes for her age i.e., 10/11, they rarely fit around the waist. We've tried going up a size but then the sleeves/legs are too long. She is becoming incredibly self conscious about her image and, despite me reassuring her that she's not fat when clothes for her age group don't fit, she gets very upset. This morning a package arrived with two items of clothing I'd ordered 10/11, she couldn't get the dress over her head and the dungaree dress was skin tight. We've even tried a pair of age 14/16 Short's from Gap and they were nowhere near big enough to fit her. We ended up shopping for clothes in size 8 for her but she's not daft and is obviously wondering why she can't fit into clothes for her age group if she's not fat. Does anyone else have this trouble and, if so, how have you managed to work through it?

We usually buy a few sizes above and go to the tailor's to have it shortened.
Or custom order?
