What is your relationship with her. I can see if from her pov as well. Buy something as big as the Pram and she's seeing as overstepping her mark, do nothing and seen as she doesn't care.

Pil bought dh's db a car and paid his council tax for him. Apparently he was really struggling - he was earning similar to dh and we have 3dc db was single with no dc. They also paid for a summer holiday for dbil as he's a teacher and mil felt he needed to go away in the summer holidays. Er, he'd had a week in New York in the easter holiday. We just roll our eyes now and at least we don't owe them anything. Bloody annoying though.

Not about money or thing it's the complete lack of thought for how she doesn't treat her children equally and how it's hurt my husbands feelings
I don't know how to tell her and I want to in a nice way it's hurt his feelings are she seems oblivious to it

Next time you're together tell her about the gift your DM bought you. You could say, she wasn't sure what to get us so asked us if we wanted a xxxx. We were thrilled.

That might shame her encourage an appropriate response
