to intervene between a parent & child (journo request)

Whilst at a supermarket recently I overheard a mum speaking awfully to her little girl calling her "a little bitch" and to "ring social services, tell them your mum won't buy you anything. See if they get you anything, cos they won't." It upset me - but I did nothing. Torn between my instinct to protect the little girl, but that it wasn't my place to intervene between a mum and her child. I've felt guilty ever since and its got me thinking. I'm a freelance journalist and plan to write about it and find out what the official guidance is for incidents like this. Can you help - what would you do? Have you ever intervened in something like this?
