1. They were taken out of the holidays, not teaching time.
   
2. They often require specialist input. The specialists can't be available to all schools simultaneously.

Full tine employed doesn't mean that teachers work every day - we are contracted to work 195 days each year.
Pupils are entitled to 190 days of school.
