AIBU about this lad with ADHD

this is a really long story. my daughter is reception and son in yr 6, when I collected my daughter from school last week and got home I noticed that her legs were battered and bruised ... circle gold ball shaped bruises from her ankles up the her knicker line was about 15-17 bruises. I drove straight back to the school demanding to know what happened.. it all came clear that a yr 6 boy at play time had held her down and beat her with a rolling pin ( play dough wooden one) . there was no accident report although my daughter said she was crying and informed the playground staff. the head finally had a meeting with me 2 days later and explained that the boy has adhd and behaviour issues so they will have a meeting with the mum to explain to her what happened - no other punishment was given. on the Wednesday before half term I got a phone call from the school to come regarding my son. I get there and there had been an incident where this same boy had said something about my daughter to my son and my son shouted back . the boy and my boy then got rough with eachother and both hit one another .. my son was suspended for the last 2 days of term. the other boys mum came in and we had a meeting with the head together and I expressed I think it was fair for her son to be punished too not only for this but for my daughter too ! aibu to think this is totally unfair ?
