Even if children can't buy them you should still report them. Illegal cigarettes can be dangerous and they stop money going into the tax coffers to pay for schools, hospitals, roads etc.

If they cost anything over £5.50 then report them as that's daylight robbery. When I smoked I could get 20 cigs for £4.50 and pouches of tobacco for £7...saved me a mint.

They'll be Polish or from some other Eastern Bloc country. Nothing wrong with them. And kids, if so inclined, will always get hold of fags whether old snitchy pants goes reporting or not!
