Common Law states that it is unlawful to park on any highway. Saying that, councils do not enforce this law. The police will move anyone on, who is obstructing the highway in any way. This could mean that a large van is obstructing a persons view when leaving their driveway to parking on a bend or in front of a driveway. If someone has a driveway and they park on the road, this could be seen as being an unnecessary obstruction. It would also include parking on either side of a narrow road, making it unsafe to pass through.
