DSIL had one for her daughter at about 2. Cost about £100 but she can now ride a proper bike at three and a half.

Got cheap but good one from lidl ages ago [smug], been in cupboard until ds big enough. Says from 3. He is 3 in Aug, tried him on it other day, he was V V proud, but his legs are a weeeee bit too short and don't quite reach the ground so he needs a steadying hand.
So the height/inside leg is more important that the age.

We got DS a proper bikr in mothercare when he was 2 - it has stabilisers and a pole to push it on the back and he has been riding it with no help for the last year - I have to run to keep up with him - I wouldn't bother to get one and would just go for a bike - it won't mean he/she can ride a bike wihout stabilisers so don't really see the point in them!

Tesco seem quite cheap, a Little Tikes one for £30 - my parent's just bought one for DS second bday from there. It says 3+ but given DS is taller than the average three year old and physically pretty competent I think he will be fine.
