Carmen Smith reminds me of the film 'Carmen Jones' Really sorry but don't think Carmen and Smith sit well together. It's like the Carmen is a desperate attempt to jazz up the Smith iyswim. No offense... I would go for something with more syllables.
I wouldn't get too hung up on the 'does it sit with the surname' stuff, becasue chances are when she is older she will marry and change her name anyway and you won't be able to take every possible future surname into account when choosing her first name.Personally, I think Romy or Romilly are much prettier than Carmen. Not overkeen on Hugh, but as long as YOU are comfortable with it, you shouldn't worry what anyone else thinks. Good Luck.
